Janaki loses her husband early in her life and is left with a girl child. Without any support, she experiences tough situations involving lecherous men. She meets Vairam who supports her.

Subramani, Vellaisamy, Arumugam and Ponrasu are four friends from poor family; they are graduate but they cannot find a job. Their fathers feel that they are good-for-nothing and decide to corrupt the politician Anja Nenjam to find them a decent job. Anja Nenjam is linked to Pannaiyar, a ruthless landlord who exploited the villagers. Pannaiyar orders him to flee with their money, otherwise, nobody will respect him. Their friend Pazhanisamy, who is supposed to be a supervisor in the city, is back to his village and was also cheated by Anja Nenjam. The five friends decide to become milk suppliers in their village.

Maran, a police officer, grows up with the belief that his father was killed in a tragic accident. However, when he sets out to investigate a case, he learns that his father leads a terrorist group.

Rasappan (Sathyaraj) is a useless fellow who loves his sister's daughter Meena (Meena), a graduate girl. Their parents decide to engage them but Meena refuses to marry with a jobless groom. Rasappan challenges them to find a decent job. His uncle (Goundamani) advises him to become a MLA. Rasappan joins Paramasivan's party, Pramasivan (Manivannan) is convinced by his motivation. Meanwhile, villagers dissatisfied of Paramasivan politics, they encourage Velusamy (Vijayakumar) to contend at the MLA election. During the election, Rasappan asks the electors to vote for Velusamy and Rasappan wins it widely. Rasappan becomes an honest MLA and helps his village people, he convinces the villagers to deposit their money in a new bank. The bank manager, Paramasivan's relative, scams Rasappan and the villagers. Rasappan is immediately sent in jail because of Paramasivan's plan. Villagers burn Rasappan's house and steal his properties.
